Fastest way to tone my legs and slim my hips?

I bought a prom dress last year, but I wasn't able to go because I was sick. My senior prom is on May 9th, and my dress from last year still fits, but it's a short dress. I really need to tone up my legs, and lose a bit of weight from my hips so it will look nicer. I don't have access to a gym, but I do have a pool and one of those large exercise balls.
