I have DD's no matter how much I weigh. So if my ideal weight according to charts is 145, do you think that maybe 150-155 is still ideal because of the weight of my breasts?

Yes You are still ideal. It has to do with the waist circumference making you more susceptible to illnesses etc. You are good!
how should I train myself to become a better boxer?
i want to get into boxing very soon..the thing is, im a small guy i wanna gain some weight before i get REALLY serious about boxing and I have to improve my fundamentals in boxing..especially my conditioning cuz i really dont have that great of endurance..i used to smoke but i quit..im 16 turning 17 soon.. what kind of routine should I follow to improve myself at all these areas?
tomorrow im going to buy a used punching bag..i'm 5'7 and weigh 126 pounds..what should be the ideal weight of the bag that I should start with? 100 pounds? 20 pounds for better speed??

Being 5'7" and weighing 126 is a well balanced ratio for a boxer. You don't need to gain weight (being heavier doesn't make you a better fighter), you need to become faster, stronger, build up your endurance, and toughen up those abs.
To start off, start jogging 2-3 miles, sprints, jumprope, push ups, crunches, sit-ups, leg raises, lunges, and squats around 3-6 times a week. You can vary it up how ever you like, but don't go 100% right away, work into it slowly. Also don't just buy a bag and start throwing wild punches, that is a good way to develop bad habits and possibly screwin up your wrists, because you don't probaly even know how to throw a proper punch yet. Just start working out now so you can come into the gym in good condition and focus more on learning. Oh yeah, and try to improve your diet (you will notice a difference).
